The Ministry of Intellectual Property (MOIP), led by Minister KIM Yong-sun, announced that it signed a “Memorandum of Understanding (MOU) on Enhanced Cooperation in the Field of Intellectual Property (IP)” with the China National Intellectual Property Administration (CNIPA) on January 5, 2026. The agreement was concluded on the sidelines of the Korea-China Presidential Summit held at the Great Hall of the People in Beijing, China, and represents an expansion and supplementation of the previous “MOU on Enhanced Cooperation in the Field of IP” signed in 2021.
Under the renewed framework, the two sides agreed to significantly broaden the scope of cooperation, including ▲the strengthening of IP protection, such as the prevention of counterfeit goods; ▲ the use of technologies including artificial intelligence (AI) and big data in examination and patent analysis; and ▲ the promotion of IP transactions, commercialization, and finance.
Ahead of the signing, on January 4, MOIP Minister KIM held a high-level bilateral meeting with CNIPA Commissioner SHEN Changyu (申?雨) to discuss their respective IP policies, the current status of cooperation, and key areas for future collaboration. In particular, the two sides agreed to jointly respond to bad-faith trademark filings, in which third parties seek to preemptively register trademarks already in use by others in order to gain unfair economic benefits.
Minister KIM stated, “Through this MOU, the two countries are expected to contribute to building a reliable IP protection environment and to enabling companies to operate in a predictable and fair IP ecosystem” He added, “The Ministry will continue to strengthen international cooperation in the field of IP to support the expansion of exports and the overseas market entry of Korean companies.”
