- Launch ceremony held for the implementation of the Korean Model of IP Administration System in Uzbekistan, the largest export project of its kind -
The Ministry of Intellectual Property (MOIP), led by Minister KIM Yong-sun, announced that it held a ceremony on January 26, 2026 in Tashkent, Uzbekistan to launch the "Project for Improving the Public Administration Information System for Intellectual Property Rights.” This marks the official commencement of the implementation of a Korean model of IP administration system.
The project will be implemented from 2026 to 2029 with a total budget of USD 9.73 million (approximately KRW 13.4 billion), funded through Official Development Assistance (ODA) by the Korea International Cooperation Agency (KOICA).
This initiative aims to adapt Korea’s IP administration system model to the local environment in Uzbekistan. The project seeks to digitalize the entire spectrum of IP administration, including application and examination processes. Notably, this marks the first overseas implementation of an IP administration system that incorporates artificial intelligence (AI)-driven search and classification functions and an electronic administrative processing framework. It is expected to significantly enhance both the efficiency of IP administrative processing and user convenience in Uzbekistan.
The launch ceremony held in Uzbekistan was attended by high-ranking officials from both countries. The Uzbek side was represented by the Deputy Minister of Justice* and Directors Generals of relevant departments, while the Korean side was represented by the Director General of the Intellectual Property Information Bureau of MOIP, the President of the Korea Institute of Patent Information (KIPI) responsible for system development, and the Deputy Director of the KOICA Uzbekistan Office. During the event, both sides shared the project timeline and detailed implementation strategies while discussing future cooperation plans.
*The Deputy Minister of Justice concurrently serves as the Head of the Intellectual Property Agency of Uzbekistan, which is an entity under the Ministry of Justice.
Through this project, MOIP plans to establish a foundation for cooperation in the Central Asian region based on Korea’s IP administration model and to further expand this to ASEAN and African regions in the future.
Director General JUNG Jae-hwan of the Intellectual Property Information Bureau at MOIP, stated, "This launch ceremony marks the starting point for the full-scale implementation of the AI-based IP administration system in Uzbekistan. We will do our utmost to upgrade Uzbekistan's IP administration environment into a more modern and efficient system.
