The European Union Intellectual Property Office (EUIPO) hosted the European Multidisciplinary Platform Against Criminal Threats (EMPACT) Communicators Network in Alicante, bringing together communication experts from across the European Union to strengthen how joint action against serious and organised crime is explained to the public.

Participants highlighted the importance of effective communication, as EMPACT enters a new operational cycle (2026–2029). Among the objectives: sustain political momentum, support operational excellence, reinforce public confidence and raise awareness of EU action against serious and organised international crime.

Discussions focused as well on the need of strengthening the visibility of EMPACT, as a cornerstone of EU law enforcement cooperation.

Cooperation at all levels

EMPACT is the EU’s flagship framework for cooperation against serious and organised crime. It brings together EU Member States, EU agencies and international partners to identify common priorities and deliver coordinated investigations and operational actions targeting the most significant criminal threats facing Europe.

Through EMPACT, law enforcement authorities across Europe work together to dismantle criminal networks involved in areas such as trafficking, fraud, cybercrime and intellectual property crime. These joint efforts translate EU priorities into concrete operational results on the ground. Protecting citizens, businesses and the internal market.

Making this impact visible is essential. Clear and strategic communication helps to show how  EU cooperation works, strengthens trust among institutions and citizens, and ensures that operational achievements are understood beyond specialist audiences. The EMPACT Communicators Network plays a key role in aligning messages, sharing best practices and amplifying results across Europe.

The European Union Intellectual Property Office is hosting this year’s EMPACT Communicators Network meeting to help strengthen cooperation among network members.
