Pro Bono Legal Support for SMEs: Call for Design Rights Experts as demand grows

The EUIPO Pro Bono Programme continues to expand, confirming the importance of early-stage IP support for European SMEs, particularly microenterprises, without professional representation.

In 2025, the programme received 1,375 SME support requests, the highest number since its launch and part of a steady annual increase since 2020. Over 90% of applicants were microenterprises, and requests came from all EU Member States, with strongest participation from Germany, Spain, Italy, France and the Netherlands, alongside growing engagement from smaller countries.

The EUIPO extends its sincere thanks to all the IP practitioners who give generously of their time to provide the pro bono service.

What SMEs request

Demand remains strongest for trade mark-related support, but requests also cover design protection, disputes and documentation:

  • 49% of SMEs needed help preparing an IP application

  • 23% sought guidance on selecting the most appropriate IP rights

SMEs report very high satisfaction, with 9 out of 10 recommending the programme, citing the speed, quality and professionalism of the expert support.

IP Experts: A Growing Network

The Pro Bono network now includes 289 active IP experts, with 165 new members in 2025, and strong representation in Italy, Germany and Spain. Support spans all major IP fields, including trade marks and designs, with most consultations lasting 1- 4hours, ensuring sustainability for practitioners.

Experts are largely satisfied with their participation, and some pro bono interactions have evolved into long-term professional relationships.

Focus for 2026: Design Protection

In 2026, the programme will place a stronger emphasis on engaging designers and design-driven SMEs, reinforcing the need for IP representatives with expertise in design rights. Outreach will be expanded, the expert network further strengthened, and user experience improved for both SMEs and professionals.
