On July 2, the Party Leadership Group of the China National Intellectual Property Administration (CNIPA) held a meeting to convey and study the spirit of General Secretary Xi Jinping's important speech at the ceremony celebrating the 105th anniversary of the founding of the Communist Party of China (CPC), and to study and make arrangements for its implementation. Shen Changyu, Secretary of the Party Leadership Group and Commissioner of CNIPA, presided over the meeting and delivered remarks.

The meeting held that General Secretary Xi Jinping's important speech comprehensively reviewed and summarized the glorious course traversed and the great achievements created by our Party over the past 105 years in uniting and leading the people of all ethnic groups across the country, scientifically envisioned the bright prospects for the development of the cause of the Party and the people, profoundly expounded the outstanding qualities of the "six alwayses" that have enabled our Party to continuously forge glory, and put forward the clear requirements of the "five musts" for all Chinese Communists on the new journey to strengthen confidence and continue to strive. The speech is strategically far-sighted, profound in thought and rich in content; it connects history, the present and the future, fully demonstrating far-reaching strategic thinking, a strong sense of historical responsibility and sincere feelings for the people. It has further enriched and developed Xi Jinping's thinking on Party building, and is a programmatic document guiding the realization of the Party's central task on the new journey in the new era and the endeavor to create new historical glories. Shining throughout with the truth of Marxism, it is of great political, theoretical and practical significance.

The meeting stressed that the whole administration should take studying and implementing the spirit of General Secretary Xi Jinping's important speech well as an important political task at present and for a period to come, strengthen organizational leadership, carefully plan and implement it, swiftly set off an upsurge of study and foster a strong atmosphere of learning. It is necessary to adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th CPC National Congress and the successive plenary sessions of the 20th CPC Central Committee, integrate the in-depth study and understanding of the great significance, scientific connotation, spiritual essence and practical requirements of General Secretary Xi Jinping's important speech with the comprehensive study and implementation of Xi Jinping's thinking on Party building, firmly grasp the outstanding qualities of the "six alwayses", carry forward the great founding spirit of the Party, foster and practice a correct view of political achievements, keep in mind the "three musts", uphold and strengthen the Party's overall leadership over intellectual property work, ensure that the cause of intellectual property always advances in the correct direction guided by the Party, and firmly uphold the "Two Establishments" and resolutely achieve the "Two Upholds" with concrete actions.

The meeting pointed out that since the 18th CPC National Congress, the CPC Central Committee has placed intellectual property work in a more prominent position, guiding and promoting the cause of intellectual property to achieve historic accomplishments and blazing a path of intellectual property development with Chinese characteristics. This is fundamentally attributable to General Secretary Xi Jinping's steering at the helm and to the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. On the new journey, it is necessary to more firmly strengthen the confidence and determination to accelerate the building of an intellectual property powerhouse, take the formulation and implementation of the 15th Five-Year Plan for intellectual property as a new starting point, continue to deepen reform in the field of intellectual property, accelerate the establishment of an efficient comprehensive intellectual property management system, improve the intellectual property protection system in emerging fields, enhance the quality and efficiency of intellectual property examination, strengthen foreign-related intellectual property protection, promote the normalization and long-term effectiveness of the transformation and utilization of intellectual property, upgrade the level of intellectual property public services, deepen international cooperation on intellectual property, solidly promote the high-quality development of the intellectual property cause, better leverage the important role of intellectual property in incentivizing innovation domestically and promoting opening-up externally, and contribute more intellectual property strength to advancing the building of a strong country and the great cause of national rejuvenation on all fronts through Chinese modernization.

The meeting required persistent efforts to advance full and rigorous Party self-governance and to guide the high-quality development of the intellectual property cause with high-quality Party building. It is necessary to continue to deepen the building of the administration as a political organ, unremittingly use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to forge unity of mind and soul, and consciously apply Xi Jinping's thinking on Party building to guide and advance Party building in the organs. It is necessary to continue to consolidate the foundations at the grassroots level and strengthen the political and organizational functions of all grassroots Party organizations across the administration. It is necessary to further tighten and consolidate the responsibility of Party organizations at all levels for managing and governing the Party, intensify efforts to improve conduct, enforce discipline and combat corruption, promote the normalization and long-term effectiveness of conduct building, and continuously foster a clean and upright political ecosystem. It is necessary to strengthen the building of the contingent of intellectual property officials and professionals, and forge a high-caliber and professional contingent of officials who are loyal, clean and responsible, so as to provide a strong organizational guarantee for the high-quality development of the intellectual property cause.

Members of the administration's Party Leadership Group Hu Wenhui, Zhang Zhicheng, Chen Dan and Rui Wenbiao attended the meeting. Relevant officials of the Discipline Inspection and Supervision Group of the Central Commission for Discipline Inspection and the National Commission of Supervision stationed in the State Administration for Market Regulation, officials in charge of the Patent Office of the administration, and principal officials of all departments of the administration and of the Trademark Office participated in the meeting.
