In order to thoroughly implement the spirit of General Secretary Xi Jinping's important instructions and statements on intellectual property work and the decisions and arrangements of the CPC Central Committee and the State Council, to improve the protection system for layout-designs of integrated circuits, and to support the implementation of the revised Regulations on the Protection of Layout-Designs of Integrated Circuits, the China National Intellectual Property Administration has, on the basis of thorough research, carried out the revision of the Implementing Rules for the Regulations on the Protection of Layout-Designs of Integrated Circuits and the Guidelines for the Examination and Enforcement of Layout-Designs of Integrated Circuits (Trial), and has formed the Draft Amendment to the Implementing Rules for the Regulations on the Protection of Layout-Designs of Integrated Circuits (Draft for Comments) and the Draft Amendment to the Guidelines for the Examination and Enforcement of Layout-Designs of Integrated Circuits (Draft for Comments), which are hereby published for public comments.

Relevant organizations and members of the public may submit specific comments and suggestions by September 3, 2026, through either of the following channels:
