To the intellectual property offices of all provinces, autonomous regions, municipalities directly under the Central Government and the Xinjiang Production and Construction Corps:

Pursuant to the Memorandum of Understanding between the China National Intellectual Property Administration and the World Intellectual Property Organization on the Establishment of Technology and Innovation Support Centers in China, signed by the China National Intellectual Property Administration and the World Intellectual Property Organization (WIPO), the institutions preparing to establish the first and second batches of the second group of Technology and Innovation Support Centers (TISCs) have completed their preparatory work. Based on the assessment opinions of the World Intellectual Property Organization and this Administration on those institutions, approval is hereby given for 100 institutions, including Beijing Yizhuang Technology Innovation Co., Ltd., to operate officially as second-group TISCs.

The relevant provincial intellectual property offices are requested to strengthen the administration of the TISCs in accordance with the Opinions of the China National Intellectual Property Administration on Strengthening the Administration of Intellectual Property Public Service Institutions and Carrying Out High-Quality Intellectual Property Public Services (Guo Zhi Fa Fu Zi [2026] No. 20), to improve the administrative working mechanism, to carry out analysis of service effectiveness on a regular basis, to give full play to the role of the TISCs in the key tasks of public services, and to continuously improve service efficiency.
