In order to better serve China-Russia economic and trade exchanges and to help resolve the issues and concerns of enterprise users of the two countries regarding intellectual property in each other’s country, the China National Intellectual Property Administration and the Federal Service for Intellectual Property of the Russian Federation, having reached consensus through consultations, have decided to jointly carry out the “China-Russia Liaison Officer Mechanism” pilot project.

The two offices will each designate one intellectual property liaison officer to provide consultation services, respectively, on intellectual property issues involved in the business operations of Chinese enterprises in Russia and of Russian enterprises in China, so as to support enterprises of both countries in obtaining effective intellectual property protection.

During the operation of the pilot project, if Chinese enterprises have relevant inquiries, they may contact the intellectual property liaison officer of the China National Intellectual Property Administration. The contact details are as follows:

The Chinese liaison officer will forward the inquiries to the Russian liaison officer, and the Russian liaison officer will provide feedback on the inquiries to the Chinese liaison officer within a reasonable period.

If Russian enterprises have relevant inquiries, they may contact the intellectual property liaison officer of the Federal Service for Intellectual Property of the Russian Federation. The contact details are as follows:

The Russian liaison officer will forward the inquiries to the Chinese liaison officer, and the Chinese liaison officer will provide feedback on the inquiries to the Russian liaison officer within a reasonable period.

The “China-Russia Liaison Officer Mechanism” pilot project will last for one year, from September 15, 2026 to September 14, 2027.
