The Secretary for Justice and Border Control, Mr. Jay Udit officially opened and facilitated on Wednesday 25 June 2025, a stakeholder engagement and consultation workshop where key stakeholders were invited to a strategic dialogue on the formulation of a new National Anti-corruption Strategy (NACS) for Nauru. The strategic dialogue provided the opportunity for key stakeholders to provide inputs on developing a new NACS for Nauru.
Nauru acceded to the United Nations Convention against Corruption (UNCAC) on 11 August 2012, and the Convention entered into force in the country on the same day. In line with article 5 of the Convention and Teieniwa Vision Implementation plan, Nauru is developing its national anti-corruption strategy for the first time. The Teieniwa Vision is the Pacific government leaders' agreement adopted in 2021 to tackle corruption in the region.
In February 2025, the Cabinet approved the drafting of a NACS and the establishment of the National Anti-Corruption Strategy Working Committee (NACSWC) whose purpose is to drive the development, implementation, monitoring and evaluation of the Strategy. Members of this Committee include the Department of Justice and Border Control as the national focal point for anti-corruption. Memberships of the Committee will be reviewed and revised once the Strategy is developed and launched to ensure there is equal representation from key relevant anti-corruption institutions in government as well as from private sector, civil society and community.
The NACS will guide the government and all other key stakeholders on key development initiatives and actions to be adopted and implemented to improve the effectiveness of anti-corruption measures in Nauru. Participants at the workshop shared their views that there is a need to improve these measures which include addressing gaps in areas such as anti-corruption policies, legislations, operational systems and procedures, civic awareness, data and information, and capacity building for key agencies involved in the prevention, control and addressing of corruption.
The stakeholder engagement and consultation workshop were held at the Department of Environment and Agriculture Management Conference Room and was attended by various stakeholders from various government departments and offices (including those from the executive and legislature) as well as representatives from private sector, civil society and community.
The development of the NACS is supported with technical and financial assistance provided by the United Nations Office on Drugs and Crime (UNODC) regional office.
