On September 5, 2025, the Ministry of Industry and Trade issued Decision No. 2491/QĐ-BCT on the imposition of temporary anti-dumping duties on certain fiberboard products originating from Thailand and China.

The products subject to the temporary anti-dumping duties include fiberboards made of wood or other wood-based materials, with or without glue or other organic binding substances, classified under HS codes 4411.12.00, 4411.13.00, 4411.14.00, 4411.92.00, 4411.93.00, and 4411.94.00.

Pursuant to Clause 2, Article 12 of Circular No. 26/2025/TT-BCT dated May 15, 2025, imported goods subject to trade remedy measures may be considered for exemptions in the following cases:

a) Goods included in the exemption list specified in the decision imposing the measure or in related review decisions;

b) Goods that are not produced domestically;

c) Goods with distinctive characteristics that cannot be substituted by domestic products;

d) Goods that are special types of similar or directly competitive products manufactured domestically;

dd) Similar or directly competitive goods manufactured domestically are not sold in the market under normal conditions, or in cases of force majeure causing supply shortages;

e) Imported goods within the exempted volume for research, development, or non-commercial purposes.

Pursuant to Clause 1, Article 17 of Circular No. 26/2025/TT-BCT, the Vietnam Trade Remedies Authority notifies enterprises of the submission of applications for exemption from the temporary anti-dumping duties in Case AD21. The application must include the documents specified in Article 16 and Annex II of this Circular.
